Wenn unter C bzw. C++ programmiert werden soll, kann die Bibliothek von Timo Lappalainen verwendet werden: https://github.com/ttlappalainen/NMEA2000.

Da es für Python anscheinend nichts gab, habe ich angefangen ein eigenes Modul zu erstellen: https://git.hoogi.de/thooge/nmea2000
